A driver accused of fatally striking a pedestrian with his vehicle early Saturday morning in San Angelo has been arrested on a charge of intoxication manslaughter.

Brian Castillo, 29, of San Angelo, was arrested shortly after the crash, which occurred shortly before 1:30 a.m. Saturday in the 1200 block of North Oakes Street. Authorities said the pedestrian, 28-year-old Johnell Hornsby, died at the scene.

Investigators said in a press release that Castillo was driving north on North Oakes Street “at a high rate of speed” when he crossed the center line into the oncoming lane. The vehicle drifted off the road and struck Hornsby, crashed into a street sign and finally hit a utility pole, according to authorities.

A local justice of the peace declared Hornsby dead at the scene. An autopsy reportedly has been ordered.

Castillo allegedly showed signs of intoxication. Police said he suffered “non-incapacitating” injuries, but they did not require treatment at a hospital.

Castillo was booked into the Tom Green County Jail on suspicion of intoxication manslaughter by use of a vehicle. He initially was held on a $35,000 bond, but online jail records show he was released late Saturday night.

Intoxication manslaughter is considered a second-degree felony in Texas, meaning it carries a maximum sentence of 20 years in prison upon conviction.
