The police in Lake Elsinore, 20 miles from Riverside, California, on Wednesday, March 4th, identified the pedestrian who died in a vehicle-versus-pedestrian accident. They released his name as Charles Wiley, 27.

The young man was killed in a fatal collision early on Monday, March 2nd. The crash that took his life occurred at about 3:14 a.m. in the 18800-block of Camino Del Norte, north of Ohana Street.

According to the Riverside Fire Department, Wiley was struck down by a motorist for reasons law enforcement officers have not uncovered. The unnamed man stopped and waited for first responders to arrive at the scene.

The police do not think drugs or alcohol played a role in the accident. The driver was not cited at the scene, and for now, the police do not believe that the liability lies with the man.

The crash is still under investigation with detectives at the Riverside County Sheriff Office taking point and working from the Lake Elsinore station. Death resulting from pedestrian accidents accounts for 10 percent of all traffic accident-related deaths in the United States.

In California, several lawsuits can result from a vehicle-versus-pedestrian accident, and its either criminal, civil or both. On the criminal front, a person can be charged with a hit-and-run if he or she runs from the scene of the accident.

The state would bring a DUI charge if the accident occurred while the driver was under the influence of drugs or alcohol, or vehicular manslaughter if the victim dies. For civil lawsuits, a victim, his or her family, or representatives can sue for personal injury or wrongful death depending on the facts of the case.
