The Illinois State Patrol on Wednesday, June 24th, revealed that they cited Edwin G. Sumner, 59, of Bement, for striking and killing a pedestrian in McLean County, Illinois. The accident happened on Tuesday afternoon, June 23rd.
The citations the suspect is facing include failure to reduce speed when approaching a disabled vehicle, failure to change lanes when approaching a disabled vehicle, and no valid license. Sumner would need the legal advice of a car accident lawyer.
The ISP said in the crash report that the auto-pedestrian collision happened around 3:18 p.m. on Interstate 74, precisely on the Rivan Motorway exit. The suspect drove a 1946 Chevrolet on the eastbound lane before leaving the roadway for unknown reasons. The act caused Sumner to strike the 57-year-old male pedestrian of Morton.
The victim was on the right shoulder of the roadway, securing a load. The McLean County Coroner pronounced the man dead at the scene but has not revealed his identity. There is no additional information.
Failure to reduce speed is a traffic offense in Illinois, and punishable with a ticket. The law expects drivers to approach a disabled car on the roadway cautiously, lower their speed rate, proceed with due care, and make a full lane change away from the disabled vehicle.
The motorist should do the latter only if possible, and will not affect public safety and traffic conditions. If it is impossible or unsafe, then drive carefully and maintain a safe speed for road conditions.
