Dallas Council Requesting Better Street Racing and Stunt Enforcement After Death of Crystian Hernandez


On Monday, February 10, the Dallas City Council informed police that they needed to get more restraint on the street and stunt racing problem that seems to be becoming an epidemic in the area.

The Dallas Police Department does have laws on the record that will make stunt driving and street racing illegal activities but despite their best efforts, the problem is getting increasingly worse.

The Dallas City Council already had a meeting set up with the public safety committee of the city to offer a new racing ordinance prior to the accident that occurred overnight on Saturday.

The City Council wants more from law enforcement though and the death of 20-year-old Crystian Hernandez only reinforced their concerns.

In the late hours of Saturday evening, in what police refer to as a takeover event, Hernandez was killed when he was sitting at the rear passenger side window of a pickup truck that was doing donuts and fell out into the parking lot.

The parking lot belonged to a business that was closed for the evening off Newberry Street in Northwest Dallas.

When Hernandez fell, he was run over by the truck as a result. The accident killed him. The driver of the truck was 28-year-old, Edgar Moncada.

Moncada stayed at the scene of the accident and cooperated with the police. He was arrested for manslaughter.

The councilmembers told law enforcement that they do not want more ordinances as they propose, they want something to physically be done about the increase in the illegal activities. They are afraid that ordinances will have as much impact on the issue as the law against it has.

The Dallas Police Department would like for the ordinance they have proposed to allow for the criminalization of the spectators at these “events”. This would possibly decrease the numbers in attendance and decrease the thrill.

They have also added that they would like the local ordinance to allow them to take the cars of the racers without having to go through the channels of the district attorney’s office.
